Mexico Gambling Law Reforms: What Is Proposed and What Has Changed

Mexico's gambling legislation is under review, with proposals to modernise the regulatory framework for online operators. Here is the current state and what players should expect.

Mexico's current gambling framework

Online gambling in Mexico operates under the Federal Gaming and Raffles Law, which was designed primarily for land-based operations. Online gambling has grown significantly but sits in a regulatory grey area — licences from the Gaming Secretariat (SEGOB) are required, but the framework has not been comprehensively updated to address the specifics of digital products, including online casinos and sports betting apps.

What reform proposals involve

Proposed legislative updates in Mexico have included:

  • A clearer online licensing regime with specific obligations for digital operators
  • Advertising restrictions, particularly around social media and content targeting younger audiences
  • Enhanced consumer protection requirements including dispute resolution processes
  • Tax clarity for operators and consideration of a dedicated gaming tax regime

No comprehensive reform has been passed into law at the time of writing. The political process has been ongoing for several years without resolution.

What this means for players in Mexico

Players in Mexico using offshore-licensed operators are subject to those operators' licensing jurisdiction for dispute purposes. If an operator holds a MGA or equivalent licence and a Mexican player has a complaint, the complaint process runs through the MGA — not a Mexican authority.

If domestic licensing reform is eventually implemented, players at licensed Mexican operators would have access to local complaint and protection mechanisms. Until then, the same guidance applies as in other grey-market jurisdictions: prioritise operators with strong licensing in recognised jurisdictions, confirm payment method compatibility, and read withdrawal terms carefully.
