Ontario's regulated market model
Ontario launched a regulated competitive iGaming market in April 2022 — the first province in Canada to do so. iGaming Ontario (iGO) manages the regulatory framework in partnership with the Alcohol and Gaming Commission of Ontario (AGCO). Licensed private operators can apply to offer online casino and sports betting services to Ontario residents.
iGO publishes quarterly market data covering registered players, total wagers, gross gaming revenue (GGR), and promotional spending. This makes Ontario one of the more transparent iGaming markets in North America.
What the latest revenue data shows
iGaming Ontario's published figures for the most recent quarter show continued market growth in player registrations and wagering volume. Gross gaming revenue — the amount retained by operators after paying out winnings — has grown quarter-over-quarter since market launch, with online casino (primarily slots) contributing the majority of revenue.
The data shows a growing market by operator revenue metrics. It does not show individual player profitability or harm indicators.
What the data does not show
iGO's revenue figures measure operator performance. They do not report:
- Distribution of outcomes across the player population (how many players are net winners vs net losers over any period)
- Problem gambling prevalence or self-exclusion rates within the market
- Withdrawal delay or complaint volumes by operator
Growing market revenue means players are spending more in aggregate — not that players are winning more or experiencing better outcomes.
What Ontario players benefit from
Compared to using offshore operators, Ontario residents at iGO-licensed operators benefit from:
- AGCO dispute resolution — a formal complaints process with regulatory authority
- Mandatory responsible gambling tools (SELF-EXCLUSION, deposit limits) integrated into licensed platforms
- Operators are required to use iGO's GameOn play management system
These protections exist regardless of revenue figures. They represent the actual player benefit of operating in a regulated framework.
